Expanding Access to Health Savings Accounts (HSAs)
Expansions to Medicare eligibility for Bronze and catastrophic plans along with adjustments for HSAs to be used for fitness, physical activities, and exercise included in the 2025 House Reconciliation bill.
During his time as staff on the House Ways and Means Committee, Horizon’s own Joel White played a key role in shaping the original HSA legislation.
AI Healthcare Oversight Included in Reconciliation
HIA’s advocacy efforts to incorporate AI into the healthcare system to find and stop waste, fraud, and abuse were recognized by Congress and included in the 2025 House Reconciliation Bill.
Introduction of the Ensuring Pathways for Innovative Cures (EPIC) Act
The bipartisan EPIC Act, introduced in the 119th Congress, is the result of Horizon’s flagship coalition, CAHC, leading the charge to eliminate the Inflation Reduction Act's pill penalty.
Won an ACA waiver, securing $170 million in funding for Wisconsin to stabilize their market, lowering premiums by 10%.
Championed the passage of legislation preserving small employers’ ability to offer voluntary Health Reimbursement Arrangements (HRAs) to employees.
Spearheaded advocacy efforts to change the small group insurance market definition to prevent an 18% premium increase and disruptions for small and mid-sized businesses.
Wrote five major health IT and data policies included in the 21st Century Cures Act, one of the most sweeping pieces of health legislation in recent years.
Fought to repeal the law cutting physician payments by more than 20% every year; effectively replaced it with a new system driving value-based payment models.
Drove legislation increasing access to telehealth services for 20 million patients who receive care through the Department of Veterans Affairs.
